Overview: Virginia Governor Ralph Northam signed a bill into law that creates a regulatory program for the manufacture of hemp extract and CBD products for human consumption and ensures the continued availability of CBD products in the state. This not only opens up markets in Virginia; it also takes a crucial step given the FDA’s continued regulation and prohibition of cannabinoid.
Under the new law, industrial hemp extract is legally classified as a food subject to regulatory requirements established by the bill. HB1430 does not include specific rules about how CBD can be used in food and beverages, but it gives broad rule-making authority to state agencies. Enactment of the new law ensures the state will continue to allow the sale of CBD and CBD products and will allow the CBD market to continue to grow and flourish.
